PALMDALE — Like businesses in nearly every industry, the COVID-19 pandemic has had an impact on the Palmdale Water District’s bottom line.

The effect is likely to be temporary, however, as billing practices begin to return to normal.

Following the state directives during the emergency which prohibit fines or shutting off water service to customers, the District suspended collection activity on March 17.

This means that there have been no shutoff notices mailed to customers, nor any disconnections for lack of payment. Reminder notices were suspended as well, but they started again on June 9 without including a shut-off date, Finance Manager Michael William said.

It is not yet known when shut-offs for non-payment may begin again.

As of May 31, the District deferred $95,805 in penalties for late payments between February and April.

Penalties became applicable to May billings beginning June 9, Williams said.

As of May 31, the District had 823 customer accounts that were more than 60 days overdue in amounts greater than $50. This totals $227,644 in past due balances, he said.

In comparison, as of April 30, there were 438 customer accounts with $117,544 in past due balances.

This shows the delinquencies are growing, but are still manageable, he said.

On Feb. 29 before the COVID-19 emergency began, the District had 158 customer accounts similarly past due, for a total of $43,328.

In terms of the District’s cash flow, it received $3,301 in May, which was 0.19% less than April and $60,789 or 3.39% less than March. It was also $50,762, or 2.85% less than May 2019.

At least a portion of this reduction is due to less water sold, he said.

“It’s not out of hand at this point,” Williams said.

There are signs that the situation is already rebounding, as the cash received for the first part of this month, from June 1 to June 15, is $251,839 more than the same 15-day period in May, he said.
