Russ Morgan, a partner in popular patio bar Kirby Ice House, was getting ready for work Friday morning when he heard on the news that Gov. Greg Abbott was shutting down all bars in Texas as part of new measures meant to help temper the recent spike of COVID-19 cases.
For Morgan, that meant closing both Kirby Ice House locations -- including the one he opened a week earlier.
"A lot of thoughts were going through my mind on what the next steps were to be," Morgan said Friday as he was still processing the news. "I feel like we don't have enough information to come up with a game plan yet."

Morgan's original location reopened in May when Abbott loosened earlier restrictions to keep them closed. When Morgan had to shut down his original location in March, he said he paid his employees for at least a month. Then he had to do furloughs.
He hopes to be able to pay his employees again, but now he has twice as many with the second location and he doesn't know how long he'll be able to keep payroll going.
He has list of questions that don't have answers. How long will he have to keep the bars closed this time around? Will there be any additional payment protection plans offered or other relief? When they do reopen, what if the same thing happens and they're ordered to shut down again?
