The second of two winter storms in as many days is bringing snow from the West into the Central and Southern Plains, shutting down interstates, closing schools and prompting hundreds of flight cancellations.

The system has been named Winter Storm Oaklee by The Weather Channel.

It comes on the heels of Winter Storm Nancy, which closed portions of three interstates in Minnesota and North Dakota Tuesday and brought snow and ice from the Upper Plains to the Midwest.

Dallas Schools to Close Thursday

Classse are canceled for all schools in the Dallas Independent School District Thursday due to the threat of inclement weather, the district announced.

Information on a makeup day will be provided later, the announcement said.

Arkansas DOT: 'This is Not a Plowing Event'

Road crews switched to 24-hour shifts to help clear and prep roads with conditions expected to worsen. Brine trucks were already headed out in the central part of the state by late morning.

"This is not a plowing event," the Arkansas Department of Transportation tweeted. "It’s going to be primarily ice."

Dave Parker, an ARDOT spokesperson, advised residents in affected areas to stay home.

"What you're seeing now is the best it's gonna get the next 36 hours," Parker told KHBS-TV Wednesday morning.

"You cannot get any traction on ice. You're not able to drive on ice. I don't care if you have four-wheel drive or what. It's nearly impossible. So if we get the ice, stay at home. Let us get out there and battle this."

Interstate 40 Reopens

Portions I-40 that were shut down earlier were open as of noon MST, and there were no other interstate closures being reported in the state, according to Arizona's 511 road conditions website.

Parts of several state highways remained closed, including 87 southbound near Winslow and 89A in both directions between Flagstaff and Sedona.

Flight Cancelations Top 1,000

About 1,000 flights were canceled at Dallas Fort Worth International Airport as of 12:50 p.m. CST, according to airline tracker FlightAware.com. Another 300 were listed as delayed.

An update posted at 8:30 a.m. on the airport's website said treatment of runways would continue throughout the day and night, and travelers were encouraged to check flight details with their airlines before heading to the airport.

Many of those flights were on Southwest and American, both of which were waiving change fees at a number of airports in the path of winter weather this week.

Interstate 40 Shut Down

Roads are being impacted from California to Oklahoma.

In Arizona, Interstate 40 eastbound was shut down at mile marker 71 east of Kingman and mile marker 145 in Ash Fork as of 8:40 a.m. MST, according to the state Department of Transportation. A westbound portion of the road had been closed but was reopened.

Police in the Dallas suburb of Grapevine said they had responded to several crashes on iced-over bridges and overpasses.

And in California, a section of Interstate 5 known as the Grapevine remained closed due to snow as of 9 a.m. PST. The California Department of Transportation said in a tweet at about 6:45 a.m. PST that there was no estimated time of reopening.

Hundreds of Flights Canceled or Delayed

About 800 flights were canceled at Dallas Fort Worth International Airport as of 10:45 a.m. CST, according to airline tracker FlightAware.com.

About 170 were canceled at Denver International and 80 at Dallas Love Field.

Some airlines, including American, are waiving change fees at affected airports.

Train Service Shut Down in Dallas

Dallas Area Rapid Transit trains aren’t running today, according to a DART news release. Shuttle buses are in operation between train stations.

Regular bus routes are operating on a Sunday schedule through 9 p.m.

The Dallas Streetcar is also shut down and the Trinity Railway Express is running on a Saturday schedule.

Schools Closed, Delayed

Dozens of school districts and universities closed, moved to virtual learning or opened on a delayed schedule in several states, including Arizona, Oklahoma, Missouri, Texas and Arkansas.

In North Texas, that included the Aleda, Alvord, Decatur, Gainesville, Jacksboro, Paradise, and Sherman school districts, as well as North Texas College Corinth.

The University of Arkansas shut down, as did multiple school districts in the state.

Among the closures in Arizona were schools in the Flagstaff area.

February is Peak of Winter Storm Season

Named winter storms most often occur in February. From 2013 to 2021, there were 53 named storms during this month.

The season's final winter storm has been named anywhere from mid-March through mid-May.

This current storm will spread snow and potentially damaging ice from parts of the West to the Southern Plains, Midwest and Northeast through the end of the week. Get the full forecast here.
