Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. We work in over 60 countries, offering assistance to people based on need, irrespective of race, religion, gender or political affiliation. The Operational Centre Brussels is looking for a:

Mental Health Activity Manager (m/f/x)

Migrants and refugees have the right to access to shelter, food, medical and psychosocial care as well as to objective information on asylum procedures and their rights. The political context is unfavorable: restrictive and deterrent policies, talk of criminalization of migrants, incidents involving police and migrants, limitation of the number of people who can apply for asylum, etc. The “ping-pong game” between local, regional and federal politics to find out who is responsible for welcoming migrants has the consequence of leaving them on the street or under the responsibility of volunteers and / or NGOs.

In addition, during the period of the electoral campaign in 2019, migrants were regularly stigmatized by the largest political party in Belgium. This stigma has resulted in an adaptation of the speech of almost all our politicians (regardless of their obedience) against the “illegals” or the “transmigrants” for fear of losing votes.

Several Belgian NGOs and civil society actors have joined forces and provide a series of humanitarian services as part of a joint project, the humanitarian hub, which aims to respond comprehensively to the needs of migrants and refugees in transit. The hub offers medical care, mental health care, a family link search service, clothing distribution, social and legal assistance, as well as possibilities to recharge cell phones and telephone communications with the family. Within this humanitarian hub, Médecins Sans Frontières provides mental health care and actively participates in the management and coordination of the project.

After a year and a half of presence in the humanitarian hub in the field of mental health, our activities have highlighted a lack of structural response for the migrant population in transit who need more sustained psychological care. This is why we have created a 2nd line service to provide this psychological follow-up and thus increase our mental health care offer and meet the needs observed. Organizational and structural limits and the lack of projections for the future of the hub limit us in the development of new activities.

The Covid19 pandemic has also brought many changes to the current context and after being highly involved in this emergency response, the project continues to adapt to it.

Target population:

· 700 to 1000 migrants in transit in Brussels (turnover therefore, a renewal of the population is observed approximately every 3 months).

· Among the migrant in transit population, the number of people suffering from moderate to severe mental disorders is estimated at 26%. (The estimate varies according to the different studies on the subject, and according to the different political configurations and tendencies, we speak of 18 to 41%)

Expected results:

· Within the hub (new cases): 35 to 50 first line consultations / month

· In the psycho-social structure (only on references) / (follow-ups): 150 to 200 consultations / month (psychiatric follow-ups, psychiatric care, socio-legal support).

MISSION

Defining, planning and monitoring mental health and related activities in the project in accordance with MSF's protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by MSF.

MAIN ACTIVITIES

· Coordinating and supervising the team of psychologists and cultural mediators on a technical level (patient files, on the job coaching etc.) and on a human resources level (timetables, objectives, evaluation, etc.).

· In close collaboration with the Project Mental Health Referent and the Field Coordinator, participating in the definition, planning, organization and update of the appropriate MSF strategy and the Mental Health (MH) and related activities and its budget.

· In collaboration with the team, defining, implementing and coordinating the Mental Health activities (in and outside health facilities) and other activities (social and physiotherapy), according to MSF project plans, standards and protocols.

· Participating in situation assessments (defining operational priorities related to the mental health activity) and identifying the needs of MH support in the target population.

· Organizing regular meetings, one to one discussions with psychologists on patients ’treatment plan (opening and closing files) and other topics.

· Ensuring that appropriate terminology and behavior are used by the cultural mediators during sessions and the neutrality regardless of personal feelings and/or beliefs is in place; launching activities they can be in charge of (while not working with the psychologists).

· Collaborating with the psychiatric team on the field (HUB, 2nd line and outreach).

· Assisting and training other staff and resourceful people whenever necessary in order to enhance the scope of MH activities (PFA training, …)

· Monitoring of the activities from the tools and the data collection related to mental health activity, doing the analysis and reporting (statistical report) to the Project Mental Health Referent in order to ensure a proper monitoring of the program and adapt accordingly.

· Compiling the different part of the sitrep written by the psychologists and sending it to the Project Mental Health Referent.

· Reviewing and developing the technical materials (tools etc.) and ensuring the implementation of all Mental Health standard protocols and procedures set by MSF in order to provide the most appropriate treatment for patients.

· Planning and supervising, in close coordination with the HR department & coordination team, the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.

· Mapping and regularly updating the existing Mental Health services, including other INGO’s, local NGO’s, community groups and governmental health services, etc. and maintaining good and regular communication and collaboration with other components of the project according to objectives and context.

· Contributing to Identify possible advocacy issues and informing the PMHR and the Field Coordinator before taking any action.

· Ensuring regular contact with internal and external key actors (in collaboration with the Project Mental health Referent & Field coordinator) in mental health, health or the social sector.

· Attending the Psycho-Medical and Social meetings with HUB internal actors and collaborating with them on any issues or problems that may arise related to patients’ treatment in order to provide the best possible solution from a medical perspective.

PROFILE


Education

· Degree/master’s in clinical psychology (and familiar with psycho-social field).

Experience

· Essential: working experience of at least two years as psychologist or other similar profession.

· Desirable: working experience with MSF

Languages

· Essential: good knowledge of English and French and/or Dutch. Any other language is an asset.

Knowledge

· Essential: Computer literacy (word, excel and internet)

Competencies

· Demonstrates behavioral flexibility by facilitating and helping to bring about changes in others

· Is able to improve performance and sets ambitious and realistic goals

· Capable to encourage, engage and motivate people to work as a team

· Ability to give feedback and set limits

· People Management skills.

Other

· Essential: Knowledge/Awareness of Mental Health problems of migrants.

· Desirable: Knowledge on the Mental Health structures and system in Belgium and Brussels is desirable.

· Demonstrates loyalty, awareness and respect for MSF’s values
